Where do I publish the DMARC record?
As a TXT record with the host name _dmarc (for example _dmarc.example.com).
Should I start with reject?
Only if you are sure every service that sends as your domain passes SPF or DKIM with alignment. Otherwise start with p=none, read the reports for 2–4 weeks, then tighten.
